That statement is not true. The closest to it that could be true is that he doesn't want to give favored trading status to nations that perform forced abortions, but I doubt that is true either because I do not think Bush favors removing most favored nation trading status from China.

yesterday, I read in the paper that he no longer wants the US to give aid to international organizations that support abortion.

Powell must mean giving up all sanctions except those related to abortions.


Not giving aid to some country or organization is not the same as imposing sanctions against that country or organization.
