Ian,

A Buy rating with a lower price target than the current price, in layman's terms, is a Sell.

You are assuming that both the analyst and the layperson uses logic upon which to base their decisions. The analyst can say whatever he wants and probably get a hefty bonus at year-end, while the poor layperson must rely on ratiocination to make decisions which will make him money, or at the very least, not lose it. It should be noted here that regardless of what the analyst says, his actions most likely do not follow the "advice" he churns out to the public who may endanger their own financial well being by simply listening to the advice proffered by someone whos entire life is supposedly devoted to ascertaining the value of companies they follow. They should be forced to place warning labels on their "research" similar to packs of cigarettes; instead of a skull and crossbones perhaps a burning dollar bill:-)
