Colorado Governments Choose J.D. Edwards to Enable Collaboration for ExpansionAnd Greater Efficiency in Serving Constituents

El Paso and Douglas Counties, Cities of Thornton and Westminster Go Live With J.D. Edwards' Leading Government Solution OneWorld(R)

DENVER, Jan. 25 /PRNewswire/ -- J.D. Edwards & Company (Nasdaq: JDEC), a leading provider of agile, collaborative solutions for the Internet economy, today announced that four rapidly growing Colorado governments recently went live on OneWorld software to manage expansion and increase efficiency in operations. El Paso and Douglas counties seek to increase collaboration and communication among public departments and constituents, as do the cities of Thornton and Westminster, which chose J.D. Edwards over competitors Oracle, SAP, PeopleSoft and Lawson Software.

Vision for Collaboration, Governing Online: El Paso and Douglas Counties

The summit of Pikes Peak and the City of Colorado Springs help define El Paso County, Colo., where the county government manages many constituent services, including welfare, public safety, and road and bridge safety. Prior to starting the OneWorld implementation, disparate technology systems prevented different departments from sharing information and achieving efficiencies in common processes. El Paso County sought a solution that would enable collaboration among departments that would facilitate real-time data access and eliminate redundant data entry.

The county successfully implemented J.D. Edwards' OneWorld for its accounting, accounts payable and procurement applications, in addition to the Department of Transportation's work-order system, equipment maintenance and inventory applications. Fixed assets and accounts receivable are currently being implemented, while payroll and human resources are scheduled for implementation toward the latter part of 2001.

"The future of government, like the future of business, is rapid collaboration both inside and outside the four walls of our operations," said Don DuBois, project manager for the El Paso County project. "J.D. Edwards is helping us reach our goals to improve services, support and cost efficiencies for the county's 500,000 residents."

Douglas County, Colo. -- the fastest growing county in America and home to such Denver-area communities as Highlands Ranch and Parker -- recently went live on J.D. Edwards' OneWorld to streamline its purchasing, financials, human resources and payroll. In addition, Douglas County soon plans to implement a "virtual government" system, enabling government employees and constituents to conduct business online.

Keeping Up with Urban Growth: Thornton and Westminster

Consistently ranked as one of the most desirable locations to live in the country, the Denver metro area is home to both the City of Thornton and the City of Westminster. Thornton, serving approximately 80,000 residents, and Westminster, with a population of more than 100,000, chose J.D. Edwards for its user-friendliness, commitment to advanced government solutions and local support.

"We've just completed the first of several implementations, with our purchasing and financials now live," said Ed Finger, financial services manager for the City of Thornton. "We sought a software package that could integrate multiple city services -- ranging from public safety to parks and recreation, public works, and water and waste utilities -- among many users and departments. We expect this new system will increase productivity and improve communication."

The City of Westminster recently went live with human resources, payroll, benefits and accounts receivable. The budget module and self-service options in HR/payroll and electronic time entry are slated to go live in April. Accounts payable, general ledger, purchasing and job costing are planned for readiness in August 2001.

"J.D. Edwards has been committed to the public sector since the company's inception, and that was a significant factor in our decision," said Tammy Hitchens, accounting manager for Westminster. "As our population base continues to grow, so too will our need for efficient government operations. J.D. Edwards has a solution that is agile enough to keep pace with the changing needs of our constituents."

Both Thornton and Westminster are using J.D. Edwards' partner, AMX, to facilitate implementation of the software.

"J.D. Edwards provides collaboration as the simple solution to bring together complex, disparate systems for progressive governments like these cities and counties," said Tim Fortier, J.D. Edwards Public Services Business Unit director. "Our commitment to these public service solutions matches that of our public sector clients seeking to serve their constituents through e-governments in new, more efficient ways."
