It sounds that way to me... extortion is when you tell someone you're going to break his legs or torch his home if he doesn't pay the association... the association can be comprised of a business or organization that fronts for the bosses, or it can be just one or two people that are terrorizing the neighborhood... that's extortion... the fronting group, say the Rainbow Coalition, can be threatening legitimate businesses with bogus EEO claims which have to be investigated no matter how absurd, once an allegation is raised an investigation must commence by the federal body that governs EEO... the U.S. taxpayers will pay for the investigation and prosecution, but the business owner will have to pay his own legal fees and pay through the nose even if the claim is bogus... often enough, the business owner has to cave in to those threats..... I'm not suggesting that this is really happening, but this would be a good example of how extortion works.....
I know that the organized mob used to make their rounds at the restaurants in Miami selling parsley to the restaurant owners for $1,000.00 a week when the parsley only cost $150.00 but if the restaurant owner didn't pay up, unfortunate consequences would find the restaurant or the owner to their demise.....
Blackmail is when you tell someone you have something on them and if they don't pay you now, and again later, you'll show it to the wife, to the police, to the boss, to whomever the blackmail victim doesn't want to be told.....
