According to today's testimony, Greenspan feels that paying off the national debt is a forgone conclusion. He is now worried that the debt will be gone, and the government will still be taking in budget surplus dollars, sort of a profitable government! He see's this as just as big a problem as the deficit.

He is talking tax breaks to create a "glidepath" towards a neutral budget government, with no surplus, no deficit and no debt.

This one is new to me, in my fairly long lifetime. Maybe he had to figure a way to be pro-tax cut, to help out his new buddy Bush. I wonder what the trade-off for that deal was.
