The process you describe, of pulling off the hanging chads and sending the cards back through the machines, was done in Florida within a day or two after the election - statewide.

The problem is that there is a middle ground between hanging chads and dimpled chads - by hanging chads I mean ones that are only attached by one side - the middle ground are the chads that are clearly perforated and hanging by two or three sides - but you can see daylight through them. These were counted as votes in Palm Beach County, and I, for one, didn't have a problem with that - but the frustrating thing was that Gore refused to accept that standard and he didn't request a statewide recount. Frustrating only because I would have been interested in seeing the result - but I am glad that Bush won.

The Palm Beach Post ran an excellent series on how Gore lost the election - I recommend it to all readers, Democrat, Republican, or independent.
