"The organized chorus about how unfair, subjective, chaotic, impossible recounts were began before any recount started".

Are you sure this is true? The mandatory re-count that was part of Florida law happened very quickly. As I remember it GWB accepted that provision and won the re-count. I would think he would be suspicious as to how many votes Gore picked up in that re-count, especially when voting machines were found in the trunk of one dem's car. He handled it well in my opinion. I can only imagine what Gore would have done if the roles were reversed, but I don;t think he would have stood by as GWB re-wrote the rules of the game (although I don't believe GWB would have done that).

"as of course was her (Harris') ruling that recounts would be accepted (after the 7 day certification) only in case of voting machine malfunction"

Her interpretation of the law was correct. I'm not sure what the dems would have said if she was a dem and interpreted the law as it was written prior to the election. My guess is that they would have sued her.
