Bush Whacking American Allies?

From an opinion piece in today's Toronto Star:

"GEORGE W. BUSH may have arrived in Washington short on legitimacy and with a thin to-do list, but you wouldn't
know it. He's been busy.

In his first few days in office he has managed to sideswipe Canada, give outlaw nuclear states like India and Pakistan something to crow about, and lecture developing nations. He has fuelled Russian and Chinese fears. And
has delighted Israelis and annoyed Palestinians.

And more excitement is on the way."
