Savvy investors will want to get a jump on ICS, a municipal fiber optic telecommunication network developer. ICS is debt free and has been selected by the Minnesota Department of Transportation to proceed to the agreement process on a $100 million fiber optic network. Several communities in Kentucky and Ohio have selected ICS to do a feasibility study for fiber optic networks that link the communities together on a single network. Each of these projects is $150 million. ICS has a very unique approach to building the Information Superhighway which advocates the use of a single system interconnected at the local level rather than multiple private monopolistic systems consisting of phone companies, cable companies etc. The ICS networks are citizen-owned networks, generating revenues for the government entity. The ICS-developed Network would offer access to all service providers, residents, and businesses within a community which elects to develop the network. Daryn P. Fleming, vice-president of Public Relations for ICS says "Services now offered through existing providers like telephone companies, cable companies, and other monopolistic enterprises will cost subscribers up to 40 percent less through an ICS-developed system." ICS projects revenues of $60 million in 1997, $168 million in 1998, and $218 million in 1999. The Company is planning a traditional IPO through an underwriter in the near future.
