It isn't necessary to fiddle with that. There is no need for it because RP management techniques can accomplish the same result. At any leverage factor(reserve requirement) RPs can be added or subtracted to achieve a certain amount of reserves. If the leverage factor is lower, more RPs have to be transacted, and if higher, less, to achieve some monetary policy goal.
