Libya: NOC to award block licences - Middle East Economic Digest, January 26

Tripoli has taken another step towards increasing oil production capacity. The National Oil Corporation (NOC) on 15 January dosed the bidding for the licences to develop three new packaged production blocks. Interest in the available acreage began in May when 50 companies attended a meeting in Tripoli outlining details of the blocks on offer.

Libya's production has remained static at around 1.4 million barrels a day (bid) and the development of the three packages will move NOC closer to its target of 2 million b/d.

More than 14 foreign operating companies have expressed an interest in the licences, including the UK's BP and the Royal Dutch/Shell Group, Italy's Agip, Spain's Repsol and France's TotalFinaElf. NOC is keen to keep the process moving and plans to complete its evaluation of bids in the coming months.

The three packages on offer comprise 14 blocks in the Sirte, Murzuq, Ghadames and Cyrenaica basins. The bid deadline for the remaining blocks on offer will be kept open indefinitely, say NOC sources. The unpackaged blocks account for 70 per cent of the country's unexplored acreage in the six main basins.
