niteowl. I'll chime in on this, fwiw.

If you follow O'Niell's MANSLIC (what he calls CANSLIM), price and volume signals confirmed an intermediate term low in the NDX/COMPX some time ago. Problem is, sentiment (IIA) never got to fertile territory for an IT bottom, and the greater problem for the validity of the price and volume signals lies in the statement you've quoted here.

MANSLIC IT turns are accompanied by the emergence of new high growth leaders breaking from price bases on significant volume. The old leaders rarely lead the new bull leg. So, IBD's comment is merely an observation that leadership stocks have not emerged (my view is sentiment is also terribly out of whack) to confirm the existence of a new IT trend. This, despite the presence of price and volume confirmation of the recent NDX/COMPX low.
