Reagan wanted domestic spending cut far more than was done by the House controlled by Democrats. Furthermore, he was not believed that tax collections would rise after the tax cut, but that is exactly what they did. Had the budget
passed in its entirety, it would have been in balance.


Maybe he should have tried vetoing the budget. A certain recent president certainly wasn't shy about doing that even when it shut down the government. Reagan chose to go the route that allowed him to claim no responsibility for the deficits when in fact he shares blame with the congress.
