You have it right ..

Over the last few years there has been a modification of terms, as far as our government goes ..

Not long ago all the talk was about how to save social security. Now that talk has been converted to what to do with the surplus.

It seems to me that the politicians have given up on social security and already consider it to be dead. If the intent is to let it die, then these funds are indeed revenue and the surplus is real.

In case you missed it: the word "surplus", in it's present form, is a newspeak method to get politicians off the hook. It is the most important Clinton legacy item.
