Pete,

Its laughable that you forget that foreign relations is in the perview of the President. That is the ones who set policy. Congress does do some backseat driving of course.

It is laughable that you forget that the President sends the budget to Congress.

BTW: It sounds like Bush's Defense Secretary is quite a bit more intelligent than Bush is:

Rumsfeld, welcomed to the Pentagon (news - web sites) with a military parade, warned in a speech to the troops that much had changed since he previously served as defense secretary under President Gerald Ford a quarter-century ago during the Cold War.

``We are safer now from the threat of massive nuclear war than at any point since the dawn of atomic age,'' he said. ``And yet we are more vulnerable now to suitcase bombs, to cyber-terrorists, to the raw and random violence of the outlaw regime.

i.e. Star Wars is a waste of money. Do you think his boss is intelligent enough to figure out what Rumsfeld is trying to say?

(Of course not, he is a moron.)
