The Eastern Bloc and Russia operated for the most part through an elaborate system of barter. Russia's biggest problem was they committed early on to providing the oil and basic minerals in exchange for manufactured goods. Oil became problematic, during the military expansion of the 1970's the oil field equipment was milked and not maintained properly. So it was in bad shape by the '80s and Russia was having difficulty meeting their end of the bargain. So they had a debt only in the sense they were having problems holding up their end of the bargain.

Stalin was not a god, but one of the most ruthless, focused leaders in this, well the last, century. The only thing that would have stopped him from doing today what he did 70 years ago would be that someone would have assassinated him. Now who that someone would be, is an open question. Even back then, Stalin did not get where he was by lack of vigilance. There is no analog in the West to the way the USSR was until the early '70s. Even the Mafia was a bunch of pansies in comparison.
