Since detonation requires that the density is high enough for the amplification be greater than the losses and a "suitcase bomb" has little extra room, the plutonium is near criticality.

Pete, what if the bomb is not suitcase sized but fills the back of a truck or is put into a ship that sails right up to Manhattan? The ship doesn't have to be a warship. It could be a rather ordinary cargo ship.
