The shoe-assembly jobs aren't going from the US to Vietnam. They are going from Korea, Malaysia, and the Philippines to Vietnam. Those countries, in turn, are upgrading to more sophisticated assembly-type jobs, even service-type jobs. Some of those are exported from the US, others are not. Acer, from Taiwan, assembles a lot of their laptops a few miles from where I'm sitting. AOL has 800 Filipino workers in a building not far from here, answering customer e-mail. What economic reason is there for them to do this kind of form-letter work in the US? Why should we prevent them - and how could we prevent them - from bringing those jobs here?
