Yep, there are two orders. This article implies they both relate to elec. generations.

Last week, Bush extended for two weeks a pair of federal directives that have kept electricity supplies flowing to utilities that cannot pay their bills. But Bush has said he plans no further extension.

There is no such thing as a "national" grid. There's a western grid. The link in this message no longer works, but it clearly showed 3 separate grids.

The problems in PA and other places relate to their own botched versions of "dereg" and peculiarly dysfunctional markets than any grid connection to CA. Maybe some residual effect due to the fact that the CA debacle is now become a "national" issue.
