I'm a bit confused by the "government funding" issue, by all indications it is quite limited, at least on the federal level. From agi-usa.org

1.These states are in violation of court orders that require them to fund all
medically necessary abortions.
2.A court ruling in a case brought by five providers has required the state to
fund all medically necessary abortions that these providers perform.
3.Funding is also available in some cases of fetal abnormality.
4.Funding is also available if, due to an existing medical condition, the
procedure is necessary to prevent grave, long-lasting damage to the
woman's physical health.
5.These states are in violation of federal Medicaid law, which requires states
to fund abortions in cases of rape and incest, as well as in cases of life
endangerment.
