I've read a bunch of MD research papers and I'm inclined to agree with you. Some not so rigorous.
OTOH, without properly trained researchers, throwing all the money in the world at a problem is moot. A lot of research money is indeed wasted. Before it gets to the research teams a lot is wasted through administration...charities etc.
