Bush has to play to his own party to get enough support from it to have a chance to get a second term. Liberals are unlikely to vote for him whoever he appoints. Also the cabinet appointees have some actual power they are not just for show. Bush (or any other president) can't micro manage all of their decisions. Assuming that Bush is somewhat conservative it wouldn't make sense for him to have a cabinet that is entirely pro-choice, pro-gun control and for increased government social spending.

I think Republicans under estimate the anger this last election generated; then again, I may be overestimating. However, if my instincts are right, it would have served Bush well to create a gov't within which there was a good mix of Democrats....it would have been considered gratuitous intially but I think in the long run it would have played well.

This past election created a number of opportunities to change our wicked and stupid ways and so far,imo, we seem to be ignoring them.
