"a large minority"? How large? Why that? Why not majority? Why not a "significant" minority? Why not exemptions, instead of a minority getting to decide for everybody? Why not exemptions, instead of a majority getting to decide for everybody? It has the feeling of a results-oriented bit of logic, to me. I am going for a while now.
