Ted,

China can not afford much of anything right now. They are squandering a large fortune on the Yangtze (?) River dam project.

I would not have any illusions about China. Not the Chinese people, but the leadership. They have big ambitions, ambitions that are not consistent with continued peace in Asia (short term) and beyond.

I would just look at the reaction during the our invasion and conquest of Kosovo. The countries friendly to us swallowed it, the people on the edge (Russia) were pushed over the edge, but China had already counted us among their enemies.

Even though the invasion did not do anything positive, it kind of clarified the picture of who the friends are and who the enemies are.

One thing that is IMO important during the Bush presidency is to bring Russia to at least a neutral status with the US from somewhat hostile relationship. We will see what happens.

Joe
