Dear DMA: Normally I would agree with that statement and I have some experience to say that (served on a mini grace commission for 3 years) HOWEVER, in my judgement the Medicare program works pretty well. I am not an expert in that area but I envision it as the Govt merely being the warehouser of the clients, however the insurance itself along with the care is provided by independent insurance companies and health care providers. The beauty of a HUGE group is that the OVERHEAD (and believe me I have audited many health care facilities and the overhead is humungous) is spread over many people thus allowing the reduction of premiums, also the risk factor is spread over a diverse population throughout the nation, again allowing for a reduction of premiums. In general, the bottom line is this: THE BIGGER THE POOL the lesser the individual cost, add to that that people UNDER 65 are ON AVERAGE healthier than those OVER 65 it would tend to reduce the risk factor even more.
