individualinvestor.com After a horrible 2000, competitive local exchange carriers (CLECs) are doing much better this year. The Nasdaq Telecommunications Index (CUTL), which after reaching a high of 1,248 in March, 2000, dived to a low of 426 in late December, 2000. For 2001, though, the index is in rally mode, up 22%.
