I tried to do the same thing ...

Right clicked on desktop

Selected new

Selected Shortcut

Up came Create Shortcut window

In Command Line box, I typed C:\WINDOWS\RUNDLL32.EXE user.exe,exitwindows

Then pressed Next button

In Select Name box, I typed ExitWindows

Then pressed Next button

Clicked on an Icon to select

Pressed the Finish button

And it worked.

P.S. When you enter a program into the Command box, Windows checks that it can find this program before continuing. If you typed ExitWindows here, (You posted that you had.) Windows would issue a warning that it cannot find a program by this name.

This may seem backwards to the way most people prefer to work. Many would want to name their shortcut first, and define its target afterwards.
