I think you answered alot of your own questions there....
Doing what Oracle did carries alot of benefits to the company, if very few to the people effected.

I'm not saying I think it was the smartest or best way to do things, from a number of standpoints. However, we can agree or disagree, but it's still done and it was likely done because at the time it benefitted the company in several ways.

My guess is the whole thing was a drop in the bucket of the whole $1bb in savings.
