There is no way of determining "the will of the people" under circumstances that are so close That answer won't wash. A close election is not an excuse for leaving legal votes uncounted on the table. The Supreme Court never said that in was illegal to hand recount the undervote (or overvote) or that the votes found thereby were not legal votes. The Supreme Court just said: "Time's up. Dates matter more than votes."
