Actually, unemployment was lower before 1930 than it was now. I believe unemployment was around 5% in 1990. It went up to around 7% during the 1990-1992 recession, well below the near 11% peak in 1980-1881 recession. Unemployment can rise into a recovery as was seen in the early 90s.
