really a penalty for success?
No, a person who makes more has more to take home and spend. That's not a penalty for success, it's more like a negative feedback loop used to stabilize an amplifying circuit. A person with higher income has more opportunities to increase the income. Without feedback that is a situation ripe for overload, which in financial terms is a very stratigrafied society, which in social terms is a revolution waiting to happen. Revolution messes up that environment for everyone.

Why does the government not help me when I fall?
It cuts your tax burdon when you quit making money.
