My foreign small cap value fund (WINSX) has been going up almost every day for the last few weeks. Nothing spectacular, but slow and steady. I bought some more today and now have 8% of my assets there. Fund still just $23.25 -- down from a high of $40 last spring and up just 13% from the low. My target for this move is around 26.

Much better risk/reward here than in any domestic small cap fund IMHO unless one thinks the dollar is about to surge.

Of course I could be wrong. Would not be the first time.
