DT,

The above mentioned OS's require a separate processing chip, (i.e. Dragon Ball for Palm) whereas BREW resides on top of the CDMA/MSM chipset. BREW can support low tier handsets as well as high end PDAs with wireless connectivity by running along side the OSs.
