Why should the military invest in huge amounts of voice bandwidth by satellite when the Internet offers a huge pipe for personal (i.e. morale-building) communications worldwide and VOIP will soon make "free calls home" a reality? Classified command and control stuff would never go over an off the shelf system. The US government rarely steps in and takes over a large commercial system. They prefer to screw it up themselves from scratch. ;<)
