Which of course they did. They did provide for a justification. I don't think we would have done anything except maybe make a statement of protest if oil was not involved, but we would also have not have gone to war if there was no invation. (If Iraq and Kuwait, or even all of OPEC had decided not to export oil to the US we would not have invaded to secure the oil).
