I remember the idea of drilling the ANWR was around a long time before Californias latest energy fiasco.

With Clinton or Gore in the White House there was no chance of that happening. They weren't dependent on oil industry contributions to get elected. Bush needed all the extra dollars he could get just to pull of his narrow defeat, so it's payback time now for his buds in Texas.
