MEOW was Carter's "Moral Equivalent of War". It was a national effort to reduce energy consumption (actually started under Nixon.)

Sounds like a good exercise - in futility. The market will take care of the reduction of energy consumption, when the prices go high, but it will bring the economy down, until the economy can absorb the new prices.

The good way for government to play a productive role would be to sponsor research leading to cheap, clean and plentiful source of energy, (so that we don't have to MEOW). Nuclear is it today, tomorrow it can be something else. Unfortunately, the environmentalists set us back a decade or more on this pursuit.
