I get that message when there's no CD in the drive, I put the CD into the drive upside down, or if I try to access the drive instantly once I insert a CD.

For the last case, wait a moment and try again. (Retry) For the first case, insert a CD. For the middle case, borrow a brain.

Also, do your testing with a CD known to be OK.

Right-click My Computer, select Properties, Device Manager tab and follow the trail to your CD. There shouldn't be any Red-Xs, !s, or Yellow-?s superimposed on anything.
