Wars are fought on the basis of perceived national interest. Morality is an afterthought, trotted out to salve public opinion and encourage those that are expected to march off to fight.

I do agree that in general wars are fought because of perceived national interest (or sometimes the perceived interest of a powerful group, tribe, faction, party, or individual within a nation). I just maintain that the Gulf War was not an immoral war.
