< Measurement is of the past> Yes of course TA looks to the past, but there is no purpose to it without the goal of predicting future action from it. That is a statement of fact. You may disagree with that fact, but that doesn't change the reality of it being a fact. A train track has a beginning, but it's purpose is not for remaining at the starting point.
