During the 70's great strides were made towards energy efficiency.

And do you know why? Because the oil was expensive. When it becomes expensive again (and it will) further strides towards energy efficiency will be made.

Oh I see......once oil got cheap again, no one forsaw that it might get expensive again so any efficiency efforts could be blown off.
