California has learned from past experience that the quality of life needs to be carefully managed.

In 1906, the entire Bay Area was destroyed by an earthquake. The Government now forces all buildings to be built to certain codes, to minimize loss of life in earthquakes.

During the 1960's the air was so bad that people were falling over and dying in the streets. Obviously he marketplace had no mechanism for fixing this, so the Government stepped in and took action.

During the 1990's, free market forces wiped out the last of the orchards and vineyards in Silicon Valley. All of the cities merged together into one huge, ugly, amorphous mass. The infrastructure is overloaded to the point of collapse. One power blackout, earthquake, or traffic accident on the freeway sends the place into chaos.

The huge population in the area requires that Government very carefully manage all aspects of growth. Most California residents recognize this fact, and accept some loss of freedom as the price they pay for being there. Almost everybody understands that the environment in California is delicately balanced, and could collapse into an eco-nightmare in a very short period of time.

So don't expect California to trust it's future blindly to the marketplace. Left unchecked, the marketplace is notoriously poor at protecting the environment and quality of life.
