If you hadn't noticed, Gore also pushed for tax cuts, but only for middle-class citizens.

Kudlow are trying very hard to make it look like we are in a recession so that it looks like Capt. Amerika has saved us with his tax cut.>

Bush is proposing the same-sized cut that he proposed back during the campaign, when we weren't in a recession/depression/slowdown. The only thing this recession/depression/slowdown changes is the speed at which Bush wants to push the cut.

Besides, boom or bust, Republicans will always be for a tax cut, and Democrats will always be against it (or at least for a smaller, more "targetted" cut).
