As a condition of receiving the pardon Rich had to agree to waive procedural issues, the statute of limitations, to obtain the pardon. The US may pursue its civil claim for taxes amounting to $48 million. But respected tax experts consider that the tax evasion claim is unfounded. So if the US govt is right they will win $48 million plus interest.
