No, it wouldn't. Absolutely, positively, not.

In one case, you have a guaranteed level of service.

In the other, you are at the mercy of Internet traffic patterns, which are absolutely unpredictable.

While the means may be the same, I can guarantee you that the standard deviations will not be.
