I agree. Most of it is due to the reduction in defense spending, which came about because the "evil empire" was forced into bankruptcy by the policies of the 80's. Once the money didn't have to go to defense, it could be put to positive economic use.

p.s. Speaking of what's-his-name, the San Jose Mercury had an interesting editorial today about the measurement of a Presidential Corruption Index. It was a measure of corruption based on the number of laws that go into effect after a President leaves office to prevent the types of "misdeeds" (or whatever you want to call them) he was committing while in office. Apparently, the PCI for WJC is going to be fairly high. It was a fairly entertaining article.
