The article, and you too, likely assume the premise that food safety requires government inspection in order to save lives. However, once government oversight is in place, food producers may be legally off the hook when(not if) mistakes are made, as they will argue they did what was required in law to the best of their knowledge(government inspectors did the oversight!).

This would be a sad state of affairs. Processors ought to remain fully responsible for the condition of what they sell. If they remain fully responsible for the only safety procedures, such remains a tremendous incentive for safety procedures to be followed. Much public safety could be lost to some "harmless" overlooking, or even bribery thought safe, on a large scale, in some future instance.
