Joe,

Carter inherited a large deficit (and high interest rates) from his Republican predecessors. He did a good job and proposed a balanced budget for 1982.

Unfortunately, he lost the election.

BTW: The deficit was already cut in half before the first Republican Congress budget took effect in 1996.
