1. Promising to protect Social Security.
This is an off budget item, and it can't get into a worse shape that it is in, long term. The problems are with the formula for the future, not with the current expenditure.

Your confusion may originate from Gore's fantasy of bailing out Social Security from the general revenues. Only under this fantasy would Social Security become a issue for the budget.

2. Promising to increase defense spending.
Not all increases are equal. I think Bush's will be modest.

3. Promising to cut taxes.
The tax cuts again will be modest.

He has guaranteed his Presidency will be a failure. The budget will not be balanced.
