It's not clear to me what Californians will eventually have to pay.

Here's a summary of the cost of electricity (you'll notice there was a sudden jump in 6/00):

19 (9/00)
16 (10/00)
15 (11/00)
24 (12/00)
34 (1/01)

An increase of 9X's, from 4 cents to 34 cents, in 8 months. Sounds like a potentially good ROI for the companies that sell electricity to PG&E.
